While talking to workers at the Ulan-Ude Aviation Plant, Vladimir Putin said that many enterprises in the OPK lacked highly qualified specialists. According to him, the Ministry of Industry and Trade of the Russian Federation has prepared a list of professions for which it may be possible to give a deferment to conscripts, Putin reported. He noted that the final decision must be approved by the Ministry of Defense.

As a result of mobilization, infrastructure companies in Russia remain without experienced professionals. It was reported that at some TEKs there were no electricians left, so the enterprises began to take college students, who had to combine work with study. Mobilization in Russia was carried out in a forced mode: military commissariats called up first the citizens, who were the easiest to get in touch with. These include technical workers at infrastructure and industrial facilities whose data was provided by personnel departments of enterprises. Even enterprises of the defense-industrial complex have suffered from a shortage of workers.
