The Independent International Commission of Inquiry into Violations in Ukraine was established in March 2022 by the UN Human Rights Council. It is an independent body empowered to investigate all alleged human rights violations and abuses, violations of international humanitarian law, and "related crimes in the context of aggression against Ukraine by the Russian Federation." During the full-scale invasion, Russian military forces could not conceal the evidence of numerous crimes committed in Ukraine. Therefore, the Commission members are tasked with establishing and documenting the facts and circumstances of such violations.
The UN has confirmed the evidence of torture of Ukrainian citizens by Russian military personnel in the occupied territory. An independent international UN commission has gathered evidence of crimes committed by the Russian army in the de-occupied territories of the Kherson and Zaporizhzhia regions. "Russian soldiers committed sexual violence against women aged between 19 and 83" in the occupied parts of the Kherson region, stated the head of the commission.
The UN has launched an investigation against Russian state propagandists on charges of incitement to genocide. "Our team is investigating claims made by certain Russian state media outlets, which can be equated to incitement to genocide," noted Commission Head Moze.
