The Independent International Commission of Inquiry into Violations in Ukraine was established in March 2022 by the UN Human Rights Council. It is an independent body empowered to investigate all alleged human rights violations and abuses, violations of international humanitarian law, and "related crimes in the context of aggression against Ukraine by the Russian Federation." During the full-scale invasion, Russian military forces could not conceal the evidence of numerous crimes committed in Ukraine.
